So, as a professional trouble shooter. Let me tell you, as one gamer asked.
"We are on our ship and the Lich just dove in the water. We learned that it still can be hit by arrows and then the game ended. How do i kill this thing?"
As with many things. Making small things big, quickly is the answer to your question. But, because of the water. You get to make a new argument with your DM. You get to talk about the differences between water and air. Some things get smaller when you push on them with explosive force. Water ain't one of'em.
The Merman Genocide happens with the invent of the water proof charge.
A lich in the water is just asking for an explosion. A fireball or a powder keg. In water you are the crumple zone and they are called Airbags for a reason.
You just have to take blast radius into effect.
